DC Certificate Of Need

 

Since 1997, the District of Columbia has required Certificate of Need (CON) approval for certain health care facilities, expansions or investments. The State Health and Planning Development Agency (SHPDA) administers the CON process with a goal to control cost and accessibility of healthcare in the District. DC CON application process may take between 3 to 6 months. The application process may be shorter or longer, depending on the circumstances of each case. The DC CON process controls establishment, expansion and investment in certain healthcare transactions. For instance, a new health care facility, health care service or home health care agency must apply to obtain a CON. As another example, CON is required for a health care entity which offers any health service, which was not offered on a regular basis by the health care facility within the previous 12-month period.
